About This Document
A Portuguese Tax Residence Certificate (Certificado de Residência Fiscal) is the official document issued by the Portuguese Tax Authority (Autoridade Tributária e Aduaneira) used to prove Portuguese tax residence for a relevant tax period when a foreign payer, tax authority or other institution asks for treaty-related residence evidence.
Since 1 January 2022, Portugal's Tax Authority simplified the foreign-form procedure: you request the Portuguese certificate through Portal das Finanças, then attach it to the foreign form or send it to the foreign recipient according to that institution's instructions.
The certificate is tied to the tax-residence period or use being certified — it is not a universal document with a blanket one-year validity. A payer or tax authority may require a certificate for a particular tax year, period or operation; if the requested period changes, confirm whether a new certificate is required. Tax residence for treaty purposes is also a different concept from a registered fiscal address, so confirm which document the receiving institution actually needs.
How to Obtain This Document
To request a Portuguese tax residence certificate:
Official Portal das Finanças route
The Tax Authority's published procedure is to search for `certidão` in Portal das Finanças, open `Pedir Certidão`, authenticate, select `Residência Fiscal`, complete the requested fields and confirm the request. AT states that the certificate is normally obtained immediately and, in exceptional cases, within the following 48 hours. The current official procedure does not support the older claim that the standard certificate normally requires five business days.
If the foreign authority has its own form
Since 1 January 2022, AT's published procedure says you no longer need to send the foreign tax-administration form to AT for certification. Request the Portuguese certificate in Portal das Finanças, complete the foreign form as required by the receiving institution, attach the Portuguese certificate and send the package to that foreign recipient. Do not assume that a form used by one country applies to another — follow the receiving institution's instructions.
Period
Request the certificate for the correct tax year, period or operation being certified.
Important note
Apostille, certified translation or delivery are only needed when the receiving institution specifically requires them.
